This statute authorizes Crime Victim and Witness Assistance Programs to establish victim offender reconciliation programs. In a reconciliation program, victims may meet with offenders in a controlled environment, give the offender an oral or written summary of the financial, emotional or physical effects of the offense, and discuss a restitution agreement to submit to the sentencing court. Victim participation is voluntary. Victims who choose to participate in a reconciliation program must sign a waiver releasing the Crime Victim and Witness Assistance Program and attorneys for the offender and the state from civil or criminal liability.
