Mediators in Michigan are required to submit applications for each court in which they wish to work, and in response to frustrations arising from this system, the Michigan State Court Administrative Office (SCAO) appointed a committee to research the possibility of centralizing the qualification process. After analyzing various factors, the committee recommended a centralized roster and developed a new rule proposal designed to "implement and manage a centralized roster while also permitting trial courts to retain their current roster management functions." The committee suggested a 'next step' in which "the SCAO survey chief judges regarding their intention to either continue the court's local roster or to adopt the centralized roster system if developed and maintained by the SCAO" (p.21). The committee also recommended various amendments to existing rules.
