The Massachusetts Office of Dispute Resolution (MODR) began as a pilot project in 1985, was established by law in 1990 and is "a state agency providing mediation, facilitation, arbitration, case evaluation, alternative dispute resolution (ADR) training and other ADR services" (p.4) to public agencies, municipalities, courts and citizens. This report covers MODR's activities for fiscal years 1998 through 2000. It provides information regarding government programs and training, court programs and special projects.
