This statute requires a written agreement or a provision in a written contract in order to engage in arbitration. The district court may also order parties to arbitration. If there is no provision in the arbitration agreement, a district court may also appoint an arbitrator. The statute addresses attorney representation, attendance, fees and awards. Disputes among government agencies must be submitted to a three-member board, whose decision on the matter is final.
