General Laws of Massachusetts: Chapter 211B, Section 19 - Mandatory alternative dispute resolution program

This statute instructs the chief justice for the trial court to "establish and promulgate" rules for a mandatory ADR program for civil cases, subject to supreme judicial court approval and appropriation of funds. It also makes the chief judge for administration and management responsible for the supervision and implementation of the program, as well as for creating a certification program for personnel conducting ADR programs.It also calls for the establishment of pilot programs in three counties and annual reporting on their cost, impact and effectiveness.
