Client Evaluation of the Victim/Offender Conferencing Program in Washington County (MN)

The purpose of this evaluation is to discover what participants in the Washington County Victim/Offender Program thought about their experience. The authors first describe the format of small and large group conferencing used in victim/offender mediation. For the study, four groups - "victims who went through mediation, offenders who went through mediation, victims who were referred to mediation but who chose not to participate in mediation, [and] offenders who were referred to mediation but who chose not to participate in mediation" - were interviewed by telephone. Overall, victims in both groups were more satisfied with the justice system than were the offenders in both groups. In addition, both victims and offenders who participated in the conferences were more satisfied with the justice system than were victims and offenders who did not participate in them. Other responses were compiled relating to: previous acquaintance with the offender, previous victimization, accountability of offender, conference goals (apology, restitution), reasons to participate, conference preparation, fairness, and future participation.
