2008-2009 Annual Report on North Carolina's Child Custody and Visitation Mediation and Permanency Mediation Programs

This report evaluates North Carolina's Child Custody and Visitation Mediation Program, which was established in 1983 and consists of 41 sites, and the Permanency Mediation Program, which was established in 2006 and is found in five judicial districts in North Carolina. According to the report, 8,271 custody mediation sessions were held in fiscal year 2008-2009, which resulted in 5,682 parenting agreements and a 60 percent resolution rate. Additionally, 186 permanency mediation sessions were held involving 351 children and resulting in 177 family case plans. The report describes both of the programs in depth and discusses funding and trends. Finally, the report states that there is an "overwhelming sense that mediation of family issues...is preferable to a litigated outcome" (p.14). Appendices A and B include legislation regarding custody mediation and permanency mediation, respectively.
